For big countries like US, China, Russia, etc, these IQ numbers are misleading. Southern US has very low test scores. And China and Russia have many different ethnic groups as well. The people in inner Mongolia of China or central Asians in Russia do not have the same IQ as the Han Chinese or European Russians. I don't think PISA tests are given to people of those ethnicities in China or Russia.

Russian Tatars and Bashkirs participate in PISA and have score similar to ethnic Russians. Southern Muslims (Chechens, Dagestani) score lower

Yes but we are talking about majorities. Typically majorities besides imported minorities are higher iq than the minorities because the native minorities were outcompeted and are usually just stupider. Immigrant minorities however vary but those that do are usually economically privileged. Even with a weighting basis factor the IQ increase for the natives is about 3-5 points if you exclude the non natives.

It's better to frame it as 'basic skills' than IQ. It can't be as easily dismissed, and it really gets at why we care about IQ in the first place.
