When taking Eastern European stats into account there are two very important factors: 1) most of them haven't had a standardised IQ test since the fall of the Communist regimes and 2) there is a lot of noise on the stats of Easter Europeans in foreign countries because a lot of the migrants who identify as Serbians, Bulgarians, Romanians etc. are of roma-gipsy origin, that skews data a lot. But if you take other cognitive fields in consideration these countries tend to have performance quite higher than their indicated IQ (e.g. Math and Informatics Olympiads performance: Eastern European countries are a dominant force).
It does but they are generally small in number, and use special schools, so probably not affecting PISA results much. Case in point, Ukraine, 400k Gypsies, which is ~1% of the population. https://en.wikipedia.org/wiki/Romani_people_in_Ukraine
Your point of view is a bit strange to me. Adding reasonably intelligent people to a very smart population seems to me very good to the economy. They can be blue collar workers or join the army and generally make the country more important in world arena. They are also lacking woke craziness (as being already noticed in this thread).
Israel is extremely excited about getting new Russian/Ukrainian Jewish immigrants (They are maybe smarter as Jews but Israel is ok with accepting even 25%-Jewish immigrants).
PISA 2018 is the best source for ranking and Ukraine is well above Greece
Anyone below the average will be a net negative to that country's economics. That's because the state budget is already very close to balanced, so the average native is a net 0. I'm making a symmetry assumption here, but that's it.
The data I posted already includes the PISA 2018 data.
Ukrainians might also have a marginally positive impact on political dialogue in the countries they move to, since they generally are not politically correct.

There's tons of PISA etc. data for these countries.
Doesn't PISA include gypsises too?

If you combine the primary grades with the selection index how well does it correlate with Lynn's IQ map? How well does it correlate with Pisa?
The regression is reported in the study. https://www.researchgate.net/publication/350393113_Country_of_Origin_IQ_and_Muslim_Percentage_Predict_Grade_Point_Average_in_School_among_116_Immigrant_Groups_in_Denmark

Vast majority of Jews already left
