The origin of this quote seems to be the 1977 book "The Legacy of Malthus" by Allan Chase. On p. 289 in the edition available from LibGen, he writes (corrected for OCR errors):
"The board members who demanded their exclusion had, they explained, nothing against the Jews personally; but what with the suddenly revealed scientific fact that, as Professor Brigham put it in his great analysis of the Army intelligence tests, A Study of American Intelligence, 'American intelligence is declining, and will proceed with an accelerating rate, as the racial admixture becomes more and more extensive,' the moment of racial decision had come. Now that the Army mental tests had proven, beyond any scientific doubt, that, like the American Negroes, the Italians and the Jews were genetically ineducable, it would be a most fatuous waste of good money even to try to give these born morons and imbeciles a good Anglo-Saxon college education, let alone accept them into our fine medical, law, and engineering graduate schools."
Only the sentence beginning with "American intelligence is declining" is from Brigham. The quote that Graves and others attribute to Brigham is from Chase. Written in the foaming-at-the-mouth style that seems to characterize Chase's entire book, the quote is not even supposed to describe Brigham's thinking. Rather, it appears to be Chase's own interpretation of the thinking of some board members of elite colleges who wanted to restrict Jewish admissions.
It seems that Graves or Johnson read the passage in Chase's book carelessly, attributing Chase's words to Brigham. Others have then just relied on Graves and Johnson, repeating their error.
Whites of manhattan are probably smarter than average euro-american. Maybe it can explain that jewish-white gap doesnt exist. Russians jews immigrated in late 19th and early 20th centuries like Italians, so similar cases.
